RDBN Contaminated Soils Disposal Procedure:
1) Complete the RDBN Contaminated Soils Disposal Request Form.
2) Submit laboratory analysis results in both PDF and Excel formats.
3) Submit a written statement from a qualified professional summarizing a review of the laboratory results and a comparison to the Industrial Waste Limits.
The RDBN does not accept:
· Out-of-region contaminated soils (please use the RDBN's PropertyMap tool to view the boundaries).
· Hazardous waste as defined by the Hazardous Waste Regulation (2022, BC Reg. 76/2022).
· Hydrovac slurry soils with 30% or more water content.
· Dewatered sludge or biosolids from wastewater or sewage lagoons.
The RDBN Sub-Regional Landfills are not permitted to accept soils with contaminates above the Schedule 3.1 industrial limits of the British Columbia Environmental Management Act Contaminated Sites Regulation (CSR) (BC Reg. 375/96). The minimum CSR Schedule 3.1 soil standards that are mandatory for comparison of the landfilling of contaminated soils are human intake of contaminated soils and toxicity to soil invertebrates and plants.

Field sampling of contaminated soils must follow the protocols outlined in the Site Characterization and Confirmation Testing, Technical Guidance on Contaminated Sites document published by the Ministry of Environment and Climate Change Strategy (March 2023). Testing of contaminated soils must be conducted by an approved laboratory listed in the BC Ministry of Environment and Climate Change Strategy Directory of Qualified Laboratories and must follow the methodology of the BC Environmental Laboratory Manual.
Prior to submitting an application for landfilling of contaminated soils, the applicant is required to have the laboratory analysis of the contaminated soils compared to the Schedule 3.1 Industrial Waste limits of the CSR by a qualified professional (CSAP, P.Bio, P.Ag or other acceptable designation as deemed by the CSR) who is an active member in good standing of a British Columbia professional organization. A written statement must accompany the application to landfill contaminated soils by the qualified professional stating that the contaminates are below the industrial waste limits of Schedule 3.1 of the CSR and that the appropriate contaminates were tested for based on the site activities (please refer to Schedule 2.1 of the CSR and Tables 1 and 2: PCOC Guidance for Select Schedule Uses of the CSAP Guidance for Potential Contaminates of Concern (2023).
